Human Rights Watch: defender la represión en nombre de los derechos humanos

José Manzaneda, coordinador de Cubainformación.- El silencio mediático sobre la represión policial y militar en Perú que, ya ha causado, en dos meses de crisis política, más de 65 muertes, es escandaloso.

Si repasamos los titulares de la prensa corporativa (El País, Le Monde, CNN, Miami Herald, El Comercio, El Mundo, etc., etc.) difícilmente leeremos palabras como “represión”, “régimen” o “derechos humanos” (1) (2). Todo se reduce a “disturbios y altercados” tras el “fallido autogolpe de estado” del expresidente Pedro Castillo (3).

Esta versión unificada de los hechos no solo es legitimada por los grandes medios, sino también por supuestas “organizaciones de derechos humanos”, como Human Rights Watch. Esta entidad se ha posicionado en favor de la presidenta golpista Dina Boluarte (4), calificando de "lamentable que los gobiernos de Argentina, Bolivia, Colombia y México” respaldaran al expresidente Pedro Castillo (5). Solo cuando la cifra de muertes se convirtió en escandalosa, Human Rights Watch llamó a “la Justicia de Perú a investigar de manera `inmediata´ las muertes durante las protestas” (6). Eso sí, sin siquiera condenarlas.

Pero, mientras en Perú la represión alcanzaba su punto más alto, ¿de qué se preocupaba Human Rights Watch? De Cuba y Venezuela. Sobre la Isla, condenaba una supuesta “represión del gobierno, así como su evidente falta de predisposición para abordar las causas subyacentes que llevaron a la gente a las calles” en julio de 2021 y que “forzaron (…) a miles de cubanos a abandonar el país” (7).

Increíble, porque ¿habla de “causas subyacentes” de las protestas y de la emigración en Cuba, sin mencionar la asfixia económica de EEUU, la persecución de todos los ingresos de la Isla, las 243 últimas sanciones, muchas de ellas en plena pandemia (8)? ¿Sin mencionar una sola vez la palabra “bloqueo”, ni siquiera en el término eufemístico de “embargo”? ¿Tampoco es una “causa subyacente” el bombardeo en redes sociales desde plataformas de EEUU y el trabajo del Grupo Operativo de Internet para Cuba del Departamento de Estado, sobre una población exhausta por las sanciones y la pandemia (9)? No. Human Rights Watch prefiere repetir el guion escrito por sus padrinos políticos en Washington.

En Cuba, las protestas de julio de 2021 duraron apenas 48 horas. Si hubo excesos policiales, no fueron nada en comparación con la brutalidad observada en Perú. En Cuba se juzgó y condenó a quienes participaron en actos de violencia –algunos de violencia extrema- contra agentes y propiedades públicas (10). Pero para Human Rights Watch –y para el guion mediático- aquellos angelitos son “presos políticos” (11). Expresión que no leeremos acerca de las personas detenidas en las manifestaciones de Perú. Ni siquiera la veremos aplicada a un presidente electo por las urnas, como Pedro Castillo.

El apagón mediático sobre Perú continúa. Salvo para advertirnos del coste económico de las protestas. El diario español El País publicaba que la agencia internacional de calificación “Fitch advierte de que las protestas en Perú deterioran las finanzas de las empresas” (12). Para que nos quede bien claro de qué va todo esto.

Il silenzio mediatico sulla repressione poliziesca e militare in Perù, che ha già causato, in due mesi di crisi politica, più di 65 morti è scandaloso.

Se passiamo in rassegna i titoli della stampa aziendale (El País, Le Monde, CNN, Miami Herald, El Comercio, El Mundo, ecc., ecc.) difficilmente leggeremo parole come “repressione”, “regime” o “diritti umani (1) (2). Tutto si riduce a “disturbi e alterchi” dopo il “fallito autogolpe di stato” dell'ex presidente Pedro Castillo (3).

Questa versione unificata degli eventi non è solo legittimata dai grandi media, bensì anche da presunte "organizzazioni per i diritti umani" come Human Rights Watch. Questa entità si è posizionata a favore della presidentessa golpista Dina Boluarte (4), qualificando come "un peccato che i governi di Argentina, Bolivia, Colombia e Messico" abbiano sostenuto l'ex presidente Pedro Castillo (5). Solo quando la cifra dei morti è diventata scandalosa Human Rights Watch ha invitato “la Giustizia del Perù a indagare 'immediatamente' le morti durante le proteste”. (6) Naturalmente, senza neppure condannarle.

Ma mentre in Perù la repressione raggiungeva il suo apice, di cosa si preoccupava Human Rights Watch? Di Cuba e Venezuela. Nell'isola condannava una presunta "repressione del governo, nonché la sua evidente mancanza di predisposizione ad affrontare le cause di fondo che hanno portato le persone in piazza" nel luglio 2021 e che "hanno costretto (...) migliaia di cubani ad abbandonare il paese” (7).

Incredibile, perché parla delle "cause di fondo" delle proteste e dell'emigrazione a Cuba, senza citare il soffocamento economico USA, la persecuzione di ogni entrata dell'Isola, le ultime 243 sanzioni, molte delle quali in piena pandemia (8)? Senza menzionare una sola volta la parola “blocco”, neppure nel termine eufemistico di “embargo”? Neppure è una ‘causa di fondo’ il bombardamento nelle reti sociali da piattaforme USA e il lavoro dell'Internet Task Force per Cuba del Dipartimento di Stato su una popolazione stremata dalle sanzioni e dalla pandemia (9)? No. Human Rights Watch preferisce ripetere il copione scritto dai suoi padrini politici a Washington.

A Cuba, le proteste del luglio 2021 sono durate appena 48 ore. Se ci sono stati eccessi della polizia, non sono stati nulla in confronto alla brutalità osservata in Perù. A Cuba sono stati processati e condannati coloro che hanno partecipato ad atti di violenza -alcuni anche estrema- contro agenti e beni pubblici (10). Ma per Human Rights Watch – e per il copione mediatico – quegli angioletti sono “prigionieri politici” (11). Espressione che non leggeremo riguardo le persone detenute nelle manifestazioni in Perù. Non la vedremo neppure applicata a un presidente eletto dalle urne, come Pedro Castillo.

Continua il blackout mediatico sul Perù. Salvo per avvertirci del costo economico delle proteste. Il quotidiano spagnolo El País pubblicava che l'agenzia internazionaledi rating “Fitch avverte che le proteste in Perù deteriorano le finanze delle imprese” (12). In modo che ci siaben chiaro di cosa si tratta.

Human Rights Watch: Advocate for repression in the name of human rights

If we review the headlines of the corporate press (El País, Le Monde, CNN, Miami Herald, El Comercio, El Mundo, etc., etc.) we´ll hardly read words like “repression”, “regime” or “human rights” (1) (2). Everything is reduced to "riots and altercations" after the "failed self-coup" by former president Pedro Castillo (3).

This unified version of events is not only legitimized by the mainstream media, but also by so-called "human rights organizations" such as Human Rights Watch. This entity has positioned itself in favor of the coup president Dina Boluarte (4), describing it as "unfortunate that the governments of Argentina, Bolivia, Colombia and Mexico" supported former president Pedro Castillo (5). Only when the number of deaths became outrageously, Human Rights Watch called on “the Justice of Peru to 'immediately' investigate the deaths during the protests”. (6) Of course, without even condemning them.

But as repression reached its peak in Peru, what was Human Rights Watch worried about? From Cuba and Venezuela. About the island, they condemned an alleged "government repression, as well as its evident lack of predisposition to address the underlying causes that led people to the streets" in July 2021 and that "forced (...) thousands of Cubans to leave the country” (7).

It´s incredible, because are they talking about the "underlying causes" of the protests and emigration in Cuba, without mentioning the economic suffocation of the US, the persecution of all income from the Island, the last 243 sanctions, many of them in the midst of a pandemic (8) and without once mentioning the word “blockade”, not even in the euphemistic term of “embargo”. Is the bombardment of social networks from US platforms and the work of the State Department's Internet Task Force for Cuba on a population exhausted by sanctions and the pandemic (9) an "underlying cause"? No. Human Rights Watch prefers to repeat the script written by their political patrons in Washington.

In Cuba, the July 2021 protests lasted just 48 hours. If there were police excesses, they were nothing compared to the brutality seen in Peru. In Cuba, those who participated in acts of violence –some of extreme violence- against agents and public property were tried and sentenced (10). But for Human Rights Watch –and for the media script- those little angels are “political prisoners” (11). Expression that we will not read about the people detained in the demonstrations in Peru. We will not even see it applied to a president elected by the polls, like Pedro Castillo.

The media blackout over Peru continues, except to warn us of the economic cost of the protests. The Spanish newspaper El País published that the international rating agency “Fitch warns that the protests in Peru deteriorate the finances of companies” (12). So that we are very clear what this is all about.

Human Rights Watch: Verteidigung der Repression im Namen der Menschenrechte

José Manzaneda, Koordinator von Cubainformación. Das Schweigen der Medien über die Repression von Seiten der Polizei und des Militärs in Peru, die schon jetzt in den zwei Monaten der politischen Krise mehr als 65 Tote verursacht hat, ist skandalös.

Wenn wir uns die Schlagzeilen der verfassten Presse (El País, Le Monde, CNN, Miami Herald, El Comercio, El Mundo etc) vor Augen führen, lesen wir kaum Worte wie „Repression“, „Regime“, oder „Menschenrechte“ (1) (2). Alles wird reduziert auf „Unruhen und Auseinandersetzungen“ nach dem „gescheiterten eigenen Staatsstreichs“ des Expräsidenten Pedro Castillo (3).

Diese vereinheitlichte Version der Tatsachen wird nicht nur von den großen Medien vertreten, sondern auch von den angeblichen „Menschenrechtsorganisationen“ wie Human Rights Watch. Diese Organisation hat sich zugunsten der putschenden Präsidentin Dina Boluarte positioniert (4) und „bedauert, dass die Regierungen von Argentinien, Bolivien, Kolumbien und Mexiko“  den Expräsidenten Pedro Castillo unterstützen (5). Erst als die Zahl der Toten allmählich skandalös wurde, rief Human Rights Watch „die Justiz von Peru auf, umgehend die Todesfälle während der Proteste zu untersuchen“ (6). Dies natürlich, ohne diese zu verurteilen. 

Aber während die Repression in Peru ihren Höhepunkt erreichte, worüber zeigte sich Human Rights Watch besorgt? Über Kuba und Venezuela. Was die Insel angeht, verurteilte man die angebliche „Repression der Regierung so wie das offensichtliche Fehlen der Bereitschaft, die darunter liegenden Gründe anzusprechen, die die Leute im Juli 2021 auf die Straße trieben“ und die „Tausende Kubaner zwangen (…), ihr Land zu verlassen“ (7).

Unglaublich, spricht man denn „von darunter liegenden Gründen“ der Proteste und der Emigration aus Kuba, ohne die wirtschaftliche Strangulierung der USA zu erwähnen, die Verfolgung aller Einkommensmöglichkeiten der Insel, die 243 zuletzt verhängten Sanktionen, viele von ihnen mitten in der Pandemie (8)? Ohne auch nur ein einziges Mal das Wort „Blockade“ zu erwähnen, nicht mal das euphemistische Wort „Embargo“ in den Mund zu nehmen? Dies scheint auch „kein darunter liegender Grund“ zu sein: die Bombardierung der sozialen Netzwerke von Plattformen in den USA aus und die Arbeit einer operativen Internet-Gruppe für Kuba seitens des Staatsministeriums, losgelassen auf eine von den Sanktionen und der Pandemie erschöpften Bevölkerung (9)? Nein. Human Rights Watch zieht es vor, dem Drehbuch zu folgen, das geschrieben wurde von ihren politischen Paten in Washington.

In Kuba dauerten die Proteste des Juli 2021 kaum 48 Stunden. Wenn es polizeiliche Exzesse gegeben haben sollte, waren sie nichts im Vergleich zu der beobachteten Brutalität in Peru. In Kuba stellte am diejenigen vor Gericht und verurteilte die, die an Akten von Gewaltausübung teilgenommen haben – einige mit extremer Gewalt  - gegen Staatsbeschäftigte und öffentliches Eigentum (10). Aber für Human Rights Watch – und für das Drehbuch der Medien - sind diese unschuldigen Kinder „politische Gefangene“ (11). Das ist ein Ausdruck, den wir niemals lesen bezogen auf die verhafteten Personen bei den Manifestationen in Peru. Noch weniger bezogen auf einen an den Urnen gewählten Präsidenten wie Pedro Castillo.

Das Medien-Schweigen über Peru geht weiter. Nur über die wirtschaftlichen Kosten der Proteste werden wir informiert. Die spanische Tageszeitung El País veröffentlichte, dass die internationale Bewertungs-Agentur „Fitch einräumte, dass die Proteste in Peru die Finanzkraft der Unternehmen verschlechterten“(12). Damit uns allen klar wird, worum es eigentlich geht.

Si nous passons en revue les gros titres de la presse corporative (El Pais, Le Monde, CNN, Miami Herald, El Comercio, El Mundo, etc.) nous aurons du mal à trouver des mots comme "répression", "régime" ou "droits de l’homme" (1) (2). Tout se réduit à des "émeutes et altercations" après l'"échec du l’auto-coup d’État" de l’ancien président Pedro Castillo (3).

Cette version unique des faits est légitimée non seulement par les grands médias, mais aussi par de prétendues "organisations de défense des droits de l’homme", comme HumanRights Watch. Cette entité s’est positionnée en faveur de la présidente putschiste Dina Boluarte (4), qualifiant de "regrettable que les gouvernements d’Argentine, de Bolivie, de Colombie et du Mexique" soutiennent l’ancien président Pedro Castillo (5). Ce n’est que lorsque le nombre de morts est devenu choquant que HumanRights Watch a demandé à "la Justice du Pérou d’enquêter immédiatement sur les décèspendant les manifestations (6)". Sans même les condamner.

Mais alors qu’au Pérou la répression atteignait son apogée, de quoi se souciait HumanRights Watch ? De Cuba et du Venezuela. Sur l’île, il condamnait une prétendue "répression du gouvernement, ainsi que son évident manque de volonté de s’attaquer aux causes sous-jacentes qui ont fait sortir les gens dans les rues" en juillet 2021 et qui ont "forcé (...) des milliers de Cubains à quitter le pays" (7).

C’est incroyable, parce qu’il parle de "causes sous-jacentes" pour les manifestations et l’émigration à Cuba, sans parler de l’asphyxie économique par les États-Unis, de la persécution de tous les revenus de l’île, des 243 dernières sanctions, dont beaucoup en pleine pandémie (8) ? Sans mentionner une seule fois le mot "blocus", même sous le terme euphémique d’ "embargo"? Le bombardement dans les réseaux sociaux depuis les plateformes étatsuniennes et le travail de la Task Force Internet pour Cuba du département d’État sur une population épuisée par les sanctions et la pandémie ne sont+-ilspas non plus une "cause sous-jacente" (9)? Non. HumanRights Watch préfère reprendre le scénario écrit par ses parrains politiques à Washington.

À Cuba, les manifestations de juillet 2021 n’ont duré que 48 heures. S’il y a eu des excès de la police, ce n’était rien comparé à la brutalité observée au Pérou. À Cuba, des personnes ayant participé à des actes de violence, y compris des actes de violence extrême, contre des agents et des biens publics ont été jugées et condamnées (10).

Le black-out médiatique sur le Pérou continue. Sauf pour nous informer du coût économique des manifestations. Le quotidien espagnol El Paisa publié que l’agence de notation internationale "Fitchalerte sur le fait que les manifestations au Pérou détériorent les finances des entreprises" (12). Pour que ce qui se passenous soit bien clair.
